The XRechnung to a German public buyer
The situation
Before uploading it to the buyer's portal, the accounts office wants to re-read the e-invoice it has just issued to a German vocational school: one band at 19%, one at the § 12 Abs. 3 UStG zero rate, and the Leitweg-ID in BuyerReference. A mistake here is not a dispute, it is a rejected file.
The documents
The same files the agent was handed. Open them before you read the rest: the names, addresses and VAT numbers are invented, the structure is not.

What to look for
The zero band is category Z, not AE and not E: the supply is taxed at 0%, not exempt, and carries no exemption reason at all. The buyer's VAT id stays absent instead of being filled with the Leitweg-ID.
